) At the same time, some Tamils, inspired by the French Revolution and the Communist Manifesto, adopted the slogan of "Sri Lanka Is Free". In April and May 1970, Cargill, the Cargill Commission on Land and Land Tenure, and the Indira Gandhi Government, delivered the draft report of Cargill Commission, (Cargill Commission) and the TULF, all of whom were adamantly against non-tillers and against the government's policy of banishing all landless from the lands they had historically occupied. They made no constructive suggestions except for a quota of land which the government could distribute to landless in lieu of up-gradation to the new cultivators. In May 1970, the government appointed a commission to inquire into the TULF scheme. The commission, which was to act under the chairmanship of eminent jurist Justice Z.A. Playfair, was mandated to make an assessment of the actual situation of landlessness in the country and its causes. The chairman of the commission was to make recommendations regarding a suitable program for land redistribution. The TULF strongly opposed the commission's entire idea. The Cargill Commission made its report in December 1971. It was critically analyzed by many academics, both within and outside the country. The government was advised to implement the Cargill's Land Reforms not to make the country a stateless country but to eliminate its poverty. The Social Issues Unit of the Ministry of Education and Research put out a book, "Statelessness and India" by V. R. Kanchilam in 1981, where he gave a very dismal analysis of the problem of Statelessness in India. Anti-Statelessness Rally was held at Ramanathapuram on 24 May 1972. Jamaat-e-Islami Sri Lanka's 30th Amendment to the Constitution of Sri Lanka, officially known as the Tamils' Equal Status Bill, was enacted on 24 June 1983 and by it, the right to vote for the Tamils and the Sri Lankan Muslims was constitutionally recognised. The Anti-Statelessness Movement of Tamil Muslims, Jamaat-e-Islami, in Sri Lanka, gained widespread support after the 1983 riots.
